Los Angeles Department of Water and Power officials reported that, although their system had not run out of water during the January wildfire in Pacific Palisades, when firefighters complained that hydrants had gone dry, the system was not designed to put out fires in multiple neighborhoods simultaneously and was simply overwhelmed by four times the demand it was designed to provide.
