A Wildfire NOTD subscriber who wishes to remain anonymous sent along a potentially explosive letter to USFS Chief Tidwell from CAL OES Director Mark Ghilarducci informing Chief Tidwell that Director Ghilarducci is "gravely concerned" over the failure of USFS to pay $18 million in suppression costs associated with fires fought on federal land under the California Fire Assistance Agreement.
