For the second time this year, Southern Californians were forced to evacuate their homes as rainfall threatened new destruction in areas still recovering from last month’s devastating wildfires, forecasts calling for coastal areas and valleys to get up to 3 inches of rain through Friday, with mountainous areas facing up to 6 inches.
